We have tried Odoo and its good. It runs on windows too as a server ( we ran it on Ubuntu) and the interface is through web. Backend is written in Python. Frontend modifications can be done through XML after turning on the developer mode. But beware the online documentation in forums is not that useful. Actually its known that its the worst open source project when it comes to community support.. but there are lots of paid plugins that helped us. Later we moved to Zoho One because as a business owner I couldn’t run the odoo mobile app with the community version which led me compare the odoo enterprise version with Zoho One. I was impressed by zoho’s pricing and the level of customisation they offer with their enterprise apps. So yeah thats a bit of my experience hoping it might help you or others.
